James Milner’s own goal gave Roma a lifeline, before Gini Wijnaldum made it 2-1 for Jurgen Klopp’s men.
Seven minutes into the second half, Edin Dzeko poked in another leveller on the night.
Radja Nainngolan netted twice in the last five minutes, but it was not enough for the Serie A side.
The final will be played in Kiev on May 26.
